1. General introduction

The Department of Legal Research Management and Partnership Development was established on March 17th, 2014 by the Director of Vietnam National University, Hanoi (VNU).

Being a unit under the University of Law -VNU, the Department of Legal Research Management and Partnership Development has the function of advising and assisting the Rector on development strategies and directions, organizing and carrying out scientific research and partnership development activities, and managing short-term educational activities. Since July 1st, 2019, in accordance to Decision no. 787/QD-KL dated June 13th, 2019 on the merger of the Information Technology and Communication Unit into the Department of Organization and Governance and the Department of Legal Research Management and Partnership Development, and Decision no. 786/QD-KL dated May 13th, 2019 on the merger of the International Collaborative Programs Unit into the Department of Legal Research Management and Partnership Development of the Rector of the University of Law, the Department of Legal Research Management and Partnership Development assumed the responsibility for the University’s communication, brand management, and management of certain international collaborative degree programs of the University. On February 25th, 2021, the Department assumed the responsibility for the edit and publication of the Journal of Legal Studies since the transfer of the Legal Studies Unit from the VNU Journal of Science to the Department in accordance with Decision no. 172/QD-KL.

Currently, the Department is staffed with 06 officers and experts, including 01 Chief Officer in charge of partnership development activities, short-term academic programs, supporting the management of some international academic programs of the University, managing the University’s scientific research and communication activities, and in charge of the edit and publication of the Journal of Legal Studies.

2. Missions

2.1. Partnership development

-   Connect, promote and carry out international and national cooperation activities to develop the University 's partnerships.

-   Advise the University’s leaders on strategies, policies and activities regarding partnership development with international and local partners.

-  Carry out the implementation of legal instruments and internal instructions, administrative and internal documents related to partnership development activities.

-   Build a system of documents related to partnership development.

-  Instruct and monitor the implementation of activities related to partnership development.

2.2. Scientific research

-   Advise the University’s leaders on developing the University’s science and technology strategies, targets, plans, and missions.

-   Advise the University’s leaders on developing the University’s administrative documents regarding scientific research.

-   Monitor the management of the implementation of science and technology missions at all levels.

-   Organize or coordinate with other units to organize scientific conferences, workshops, and seminars.

-   Advise the University’s leaders on the planning and establishment of research centers under the University.

-   Advise, manage, and promote scientific research activities of students.

-   Manage the University’s science and technology database, prepare statistical and other reports on science and technology in accordance with the regulations.

-   Instruct, monitor, and urge individuals and units to comply with the regulations and implement tasks related to science and technology.

-   Assist the activities of the University’s Science and Education Council.

-   Perform other assignments on science and technology from the University’s leaders.

2.3. Textbooks and learning materials

-   Advise the University’s leaders on the publication of textbooks and learning materials.

-   Build a system of administrative documents to manage the publication of textbooks and learning materials and implement specific tasks in accordance with the assigned functions and missions.

-   Develop the plan to advance the textbook system, manage the development and evaluation of course materials.

-   Organize the evaluation of reference books and monographs following the order of the University’s leaders.

-   Instruct, monitor, and urge the implementation of missions related to the University’s textbooks and learning materials.

2.4. Management of short-term academic programs and international collaborative programs

-   Advise the University’s leaders on the development of short-term academic programs and international collaborative programs.

-   Organize the implementation of administrative documents related to short-term academic programs and international collaborative programs. Build a system of administrative documents to manage, instruct, monitor, and urge such implementation.

-   Act as the focal point to organize and manage international collaborative academic programs and coordinate with other units in managing and developing short-term academic programs.

 

2.5. Communication and brand identity

-    Advise the University’s leaders on the development of strategies, plans, missions on the University’s communication, brand identity, and brand protection.

-    Promote the University’s activities, assist the student recruitment marketing.

-    Manage and develop the University’s website and its other official information platforms.

-    Manage the University’s brand and develop the brand identity system for the University.

-    Instruct, monitor, and urge the implementation of the University’s communication and brand identity development. 

 

 2.6. Edit and publication of the Journal of Legal Studies

-    Advise the University’s leaders on the development of strategies, plans, missions regarding the edit and publication of the Journal of Legal Studies.

-    Manage and develop the Journal of Legal Studies.

-    Provide technical and professional assistance to the Editorial Board of the Journal of Legal Studies in accordance with the regulations of the University and the Vietnam National University, Hanoi.

 

2.7. Quality Assurance

·                     Conduct research, develop, and propose to the Rector the issuance of regulations on quality assurance in education; implement measures to ensure educational quality within the University.

·                     Act as a liaison between academic departments and the academic and student affairs department in the development, revision, and storage of training programs, course syllabi, and assessment procedures.

·                     Evaluate the quality of training activities and report to the Rector for guidance and actions to enhance the quality of education.

·                     Organize and implement student feedback collection on training programs and educational activities. Conduct surveys and assessments involving alumni, institutions, organizations, businesses, and employers to ensure and improve training quality in response to societal needs.

·                     Research and develop tools to evaluate training programs, faculty expertise, teaching capacity, and students' learning conditions.

·                     Organize and implement self-assessment activities; guide and support units in conducting self-assessments; facilitate internal evaluations and engage in external assessments of accreditation standards for academic units and training programs in compliance with VNU and the Ministry of Education & Training requirements.

·                     Lead and collaborate with academic departments, administrative departments, and functional units to update information and supporting evidence to meet the University's quality assurance standards; organize and maintain a quality assurance database.

·                     Consolidate and report on quality assurance and assessment activities as required; serve as the focal point for collecting and storing the University’s data and statistics for accreditation and reporting purposes; ensure compliance with public disclosure requirements in quality assurance, as mandated by VNU and the Ministry of Education & Training.

·                     Advise the Rector and develop action plans to address weaknesses in educational quality identified during accreditation; guide, supervise, and inspect the implementation of quality assurance measures across all University units.

·                     Advise the Rector and organize training courses for faculties and staff on quality assurance in education.

·                     Advise the Rector and act as the focal point for cooperation with domestic and international higher education institutions and organizations in accreditation and quality assurance.

·                     Perform other quality assurance-related tasks as assigned by the Rector.

2.8. Information Technology and Digital Transformation

·                     Implementing Digital Transformation: The Department is assigned the crucial task of executing the University’s Digital Transformation Strategy, transitioning from the current university management system to a fully digital governance model at the VNU University of Law to adapt to modern societal development needs.

·                     Managing and Operating Zoom Software: Ensure the effective use of Zoom and other digital platforms for the University's professional activities.

·                     Maintaining Server and Hosting Contracts: Implement and oversee the service agreements for server and hosting maintenance with the VNU Digital University Management Center.
